USS Santa Barbara AE 28 – History, Service Record & Navy Decals

The USS Santa Barbara (AE-28) was a Kilauea-class ammunition ship that served the United States Navy for over two decades, delivering ordnance, missiles, and ammunition to fleet units operating across the Pacific and around the world. Named for the beautiful coastal city of Santa Barbara, California — a city with deep roots in Spanish colonial history and a storied connection to the sea — she brought that California coastal spirit to a career of demanding, essential, and dangerous logistical service.

Keel, Launch & Commissioning

Santa Barbara's keel was laid down on December 20, 1966, at the Bethlehem Steel Company shipyard in Sparrows Point, Maryland. She was launched on January 23, 1968, and commissioned into the U.S. Navy on July 11, 1970, as the third ship of the Kilauea class under hull designation AE-28.

Class & Design

USS Santa Barbara was one of eight ships in the Kilauea class — the most advanced ammunition ships ever built for the U.S. Navy. At 564 feet in length and displacing approximately 20,500 tons fully loaded, she was equipped with state-of-the-art underway replenishment systems capable of transferring the full range of modern naval ordnance — conventional bombs, guided missiles, torpedoes, rockets, gunfire ammunition, and nuclear-compatible weapons — to combatants at sea with greater speed and safety than any previous ammunition ship design.

Serving aboard Santa Barbara required mastery of complex replenishment-at-sea evolutions, rigorous ordnance safety discipline, and the seamanship to operate in close proximity to combatants in all weather conditions.

Pacific Fleet Service

Homeported at Concord, California, USS Santa Barbara served as a primary ordnance resupply ship for Pacific Fleet combatants throughout the 1970s and 1980s. She deployed to the Western Pacific, supporting carrier strike groups and surface combatants with sustained ordnance replenishment that kept the fleet armed and ready through the final decades of the Cold War competition with the Soviet Pacific Fleet.

Her underway replenishment operations were a critical enabler of Pacific Fleet forward presence — allowing carrier groups to sustain extended deployments in the Western Pacific without interrupting operations to return to Stateside facilities for ordnance.

Cold War & Post-Cold War Operations

Throughout the 1970s and into the 1990s, USS Santa Barbara adapted to an evolving fleet and an increasingly complex ordnance inventory as the Navy transitioned to guided missile-dominated surface combatants and new carrier air wings. She maintained her reputation for reliable, professional replenishment operations through the Cold War's final years and into the post-Cold War drawdown.

Decommissioning

USS Santa Barbara was decommissioned on March 31, 1994, after nearly 24 years of commissioned service. Her decommissioning came as part of the post-Cold War restructuring of the Navy's combat logistics force, as a reduced fleet size diminished the requirement for a large ammunition ship force.

Legacy

For the sailors who served aboard Santa Barbara — the boatswain's mates, gunner's mates, and logistics professionals who transferred ordnance to Pacific Fleet combatants across nearly 24 years of Cold War and post-Cold War operations — she represents a career of skilled, hazardous, and indispensable work. Named for one of California's most storied coastal cities, USS Santa Barbara served the Pacific Fleet with the same enduring character as the city that inspired her name.
